Las autoridades de control han identificado un número significativo de vehículos inmovilizados (exactamente 5.954) cuyos propietarios no legalizaron el traspaso correctamente ante el organismo de tránsito pero que siguen siendo los directamente responsables de todas las acciones que se deriven del vehículo sin necesidad de ser los poseedores.
