Law sets up Noor Dubai Foundation
Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, in his capacity as the Ruler of Dubai, has issued a law to establish the Noor Dubai Foundation to provide treatment for people with eye diseases and problems.
In accordance with the law, the foundation is to be a non-government, and non-profit entity which enjoys the full legal capacity and the financial and administrative independence to carry out all its tasks to achieve its targets in helping to fight eye disease and blindness in Dubai and beyond.
The newly established foundation will be based in Dubai and may open branches inside and outside the emirate.
The foundation will also back the partnership efforts between international, local and civil establishments with common goals to prevent eye disease and blindness.
Another part of the foundation’s tasks will be to offer services which help prevent eye disease, while identifying the regions and countries that are in dire need of these services. The foundation is to support those countries in accordance with its humanitarian goals.
Noor Dubai will also collect funds, donations, and investments inside Dubai and beyond in co-ordination with other entities to back their activities and tasks.
The foundation will have a board of trustees to include a chairman, a vice-chairman and a minimum number of five board members, all of which will be assigned through a decree issued by the Ruler.
The board will meet at the invitation of its chairman or vice chairman once every two months, and the meeting will be by law held with the attendance of the majority of its members. The chairman or his vice must be in attendance.
The board’s decisions will be made upon the majority of votes. If the for and against votes are equal, the decision of the group with the chairman of the board shall pass.
The board’s tasks and authorities include the approval of the foundation’s plans, programmes, and policies, plus the annual budget plan and final account and the approval of internal panels and regulations related to the foundation’s activities.
